Refereeing in Raiders v Storm

Been watching the first 15 mins and in every defensive set the Storm constantly either  hold down the tackled player or infringe the ruck. They have been offside 2-3 times and they get away with it every single time (bar once).

As I understand it, Jennings got 10 min because

1. He fouled an opposition player

2. That opposition player was likely to misss the rest of the match because of the injury caused by the foul
