Why do you need a helmet to ride a push bike, but don't need one to skydive in Australia?

Any thoughts on this?

Im not asking for skydivers to wear helmets, quite the opposite but its strange seeings we are a nanny country.

Seems you can jump out of a plane at 20,000ft and not need a helmet, but if you want to ride a bike 1ft you must have
