Well a big reason to Russell's improvement was JAC. If you listen to Ryles he mentions how much JAC helped Russell by talking in defence.
That is what Ryles is doing with Walker and De Belin being in the squad. Those older heads for the likes of Guymer, Talagi, Funa-Iuta, Moretti, Tuivaiti, Kautoga all coming through.
But your last part is true. You do not spend for the sake of it.
