As you are aware, we have been investigating allegations in regards to the Parramatta Club that have been systematically leaked to the media over recent months. These allegations have created much unrest and speculation amongst all fans of the game. For some time we have been working closely with Steve Sharp and his board in order to draw a line under years of mismanagement and to find a way forward that involves compliance and accountability. Most of the concerns recently speculated about have been covered during our past dialogues with the club and to that end we are satisfied that the club has put a plan in place in regards to future governance including better election processes. Both the Parramatta board and the NRL have committed to continuing our dialogue on these matters up until the new governance and election procedures are in place. We are placing a 10 point suspended penalty on Parramatta which will come into effect if the recommended changes have not been put in place by the time of the next board elections which are due in 2017.
What we have identified as a result of our investigations, is that both the salary cap and TPA system have evolved into a complicated system that is in need of a review and restructure. Today I am announcing that the both the salary cap and TPA will be the subject of an NRL wide moratorium of 6 weeks, during which time all clubs will have the opportunity to report on potential breaches as well as making suggestions for a better and more robust system which will include player managers reporting directly to the NRL Integrity Unit. The current system of dealing with player managers by both clubs and the NRL in regards to TPA's is flawed and will also be the subject of a full review. We intend to take this opportunity to orchestrate a new robust framework of rules to ensure both equality and integrity is maintained.
The NRL is committed to constantly improving every aspect of the game of Rugby League and we will not be afraid to make changes in any areas of the game that have become mired in the past or have evolved into something not intended. The 2016 season is shaping as one of the closest on record and I give you my undertaking that the management of the game will evolve as the game evolves. Rugby League will always maintain its mantle as this countries premier sport and we will unashamedly borrow management structures from other codes if we feel they are a better alternative to what we currently have.

PT : The media has said that the penalty that Parramatta is to receive is down to Greenberg`s decision alone--no one else but Greenberge. Now Greenberge was at Canterbury when they cheated the salary cap. He may have been CEO at that time , if not, he was certainly in the management team on whose watch the cheating occurred. How appropriate is it then that Greenberge can penalise anyone or any club for salary cap infractions? It is a risible situation.
As to what he will say, I think it most likely it will start like this :"I am focusing on the quantum of the salary cap brand deviations moving forward." Which of course means absolutely nothing--that is why he talks like that. Management Speak crap means nothing.
