PARRAMATTA Lord Mayor Paul Garrard has slammed the NRL over what he calls a “savage” directive lacking procedural fairness.The NRL’s Integrity Unit handed down its preliminary findings on Tuesday morning in a report that accused the club of systematic salary cap rorting, dating back to at least 2013.Mr Garrard, who is on Parramatta Rugby League Club’s board of directors, said he believes the allegations refer to the actions of previous board members.“What is the system? I haven’t seen any system there,” Mr Garrard said.He said the report “reads like a movie script” with reliance on what he called “subjective allegations”.“Ironically it was people who disgraced the club in their time here who have given evidence [to the NRL].“The people involved in this nonsense are clearly not with the club anymore, and they’ve got a lot to answer for.”The people involved in this nonsense are clearly not with the club anymore, and they’ve got a lot to answer for.- Lord Mayor and Eels board member Paul GarrardThe NRL claims the club will need to wipe $570,000 from its budget to be compliant with the 2016 salary cap.Mr Garrard said he believes the current Parramatta Eels squad is within the 2016 cap, speculating whether the figure was a cumulative total from previous seasons before his time on the board.He likened the report to a jigsaw puzzle and said the club still does not know the specifics of the allegations against them.On Tuesday night the Supreme Court of NSW issued an injunction against the NRL, which will permit the directors and officers of the club to carry out their duties until a hearing next week.“The board was left exposed. We have 100 employees needing direction every day,” Mr Garrard said.“This will give us time to get appropriate personnel in to run the club, get a team on the field, and analyse the documents provided to us.”Mr Garrard said he believes all accusations of wrongdoing date back to actions of previous board members.“I can’t comment on the board before my arrival but the present members are very conscious of the salary cap. We had a rogue CEO in Scott Seward and I think it took the board two months to remove him.”Mr Garrard said Parramatta prides itself on being a community club, and an NRL recommendation to bring in three independent directors by August would impact that negatively.“It’s no secret the NRL likes clubs controlled by individuals not members. The more say they have, the better.“The way they’ve handled it is a kick in the guts to the fans, the players and the sponsors.Mr Garrard said he does believe any wrongdoing should receive appropriate punishment.

  • Finally some right of reply commentary. The evidence of both sides need to be seen and tested. Much better than trial by the media mob and the opinionated uninformed.  Its called natural justice and due process. Lets have it and quickly. 

  • Gerard and Garrard are two people. The latter is the mayor.

  • I care about the club team and we fans. Quite frankly couldn't give a brass who's in charge, but whilst they are they, however the NRL treats them is how they treat us Parra fans too.

    Trouble is, some ppl are confusing their hatred and spite for the board with the fact that we as a CLUB have not been fairly treated in being able to question and review the allegations, evidence and process.
    There are some absolute DOPES out there, who are happy to believe that we should not have to right to review anything that Seward put forward.
    Why the fck don't the NRL want specifics of allegations dates whose contracts when those deals were sruck us and by whom etc out there?

    Makes me wonder how long they've had this predetermined judgement and how much time has been spent on the cunningness of execution.

    The way the NRL has handed this whole thing without effectively allowing the right of reply or review and everything else they've done leaking to press, is down right un Australian!
  • He's exactly correct , it seems it's all clear as mud . However why don't the club just publish the report if they think they've been hard done by ? Keeping players details secret maybe ? Legal reasons given to the by The NRL ? Bourbs? Anyone ??

      I'd wager it'd be confidential for a number of reasons. Still a redacted version / snippets should be able to be released.

    Maybe more hope than sense. Just not adding up to me, why were NRL in such a rush to get rid of the fantastic 5, why not at least give them the 5 days they gave to allow for reply.

    I say if the board are confident they have a case then I support them to take it to court, and use 2016 as a training/building combinations year. Give Bevan French and other juniors a run.

    The longer this stays in the headlines the sooner the cap system will be fixed. It is so obvious that everyone in the media knows it's a joke and dance around it when talking to Greenturd it ain't unny anymore.

    Maybe the NRL need to realize Parra has a spine.

    Again above views are based on board being confident they have a case.


    Lastly media keep mentioning police and a to involvement, anyone heard more on that? Or is it too early or its not happening?
    • I agree , Turdbuger is a slimy operator and the whole set of demands seemed to be designed to rip us apart asap. I'd be very shocked if they let us get away with just releasing Choc and one or two nuffies . They'll want Jennings , Semi or Norman to go with it .
  • It would appear correct that all allegations of wrongdoing relate to prior to 2015. The reason I say this is because the NRL did not sanction Gadiel, Garrard, Cordwell or Gerard. They've only sanctioned Board Members who were there prior. Board members who were there in 2013, 2014 but are no longer Board members don't need to be sanctioned. Ditto Scott Seward who is no longer the CEO therefore doesn't need to be sanctioned either.
    This goes to personal reputations too. The NRL need to name names even if those no longer around. Garrard is 100% correct
    • Muttman this is all your fault, you had the opportunity to use your doppelganger abilities, suit up and chloroform Todd Greenburg and take his place at the media conference, no one would have suspected a thing especially when you cleared the Eels of all wrong doing and award the Eels 10 bonus competition points for good measure.
