The NRL can't stop them from speaking to others, but they can de-register any player managers they want to. Particularly if those player managers are actively doing things that will threaten the NRL itself.

They can ban them indefinetely. Like registering players, the NRL isn't compelled to accredit any player agent. There is no legal requirement for the NRL to accredit a player agent.
In the case of Moses, I'd say he had way too many players on his books and the NRL could have lost significant talent if he wasn't re-registered. It was in their interests to do it. With someone like Schifcofske, it might not be the case.

Only if the NRL choose to enforce it. The player being released allows the NRL to re-sign them and still save face. If Payne Haas or Reece Walsh goes, then decides they want to come back, do you really think the NRL will stand their ground on the ban? I doubt it.
