We have no dollars to attract any more signings, and we're holding off Hayne because we have minimal $$ left in the cap.

All you need to do is weigh up our 2019 signings with our departures, then factor in Brown's upgrade, and a few junior upgrades. I think you'll find it equals out.
Then - we haven't even re-signed Terepo, George Jennings and Kaysa who ba wants to keep.

That's right. If players are holding out to test the market after the first of November it's because they already have unofficial offers (expressions of interest) from rival clubs.
