I disagree with pretty much all of them.
1) In order to counter the increasing amount of HIA's I would bring back the 5 metre rule. This would mean there would be less impact on the tackled player.
2) 2 interchanges allowed in the 1st half. In the 2nd half, once your off that's it. The reserves play.
3) Any head high tackle, crusher or late on a player kicking the ball is 10 mins in the bin and on report. Players must play with more caution. Eye-gouging, head butting or punching is a SEND OFF.
They would be my changes with player welfare in mind.
4) Golden try instead of golden point. You may kick a field goal or penalty to take the lead but you will have to kick off to the opposition.

I agree with your last sentence. We'd get less of boring shit one out play.The 5m rule would bring back more creativity from the halves like chips over the top or forcings team to spead the ball from the 3rd tackle as opposed to the 4th and 5th which most go about it today.
You forget to add swinging arms in tackles, facial massages with dirt, spear tackles, splinters in the arses of the fans and 3 point tries. No problem throwing a can of KB at the ref at half time and a meat pie at a Manly fan behind you who won't shut the fuck up.
I dont think the modern day Rugby League player could survive the old rules Slugg! They are too pampered these days with drink breaks, back slapping, kiss hugging, long half time breaks, medical staff running on and off the field everytime a player sneezes or farts. There would be no records broken only noses and teeth! They seriously couldnt handle it!

HIA’s are an enormous issue for the game and it’s something that the game must handle correctly. We have to make head injuries are rarity instead of how common they are today.
The onus is on the players and coaches to play with more caution.
With the 5 metre rule a team can carry the burden of a sent off player. They can't with the 10 m rule. I remember many times in the 80's where teams down to 12 men due to a send off would still win games.
