Reduce the interchange even further - the benefits of fatigue in players will reduce the wrestle, reduce 3 and 4 man tackles, open the game up with attrition and fatigue, allowing the small skillful player, the ball runners the heads up footballers to come into their own later in the game. A much better, free flowing game that capitalises on instinct with fatigue in defensive lines.
