If these are the only 2 options then I would say Roberts. Hunt is the better player out of the 2 no doubt about it. But the only logical place you could play him in our team would be as a starting half, given that we'll give Gutherson every chance at being a half would we really need him? So in this sense Roberts becomes the more valuable player for our squad because you pay him less and get away with playing him as a back-up half, so he suits our squad more.
As it stands though, I don't see any reason why we would need either. If we sign Hunt then you have to move Gutherson to the centres and I can't see him taking Jennings' position so he takes Takairangi's, so then you move Taka to where? The bench? What position does he then play after coming off from the bench? And who's position on the bench does he take? Does he have the work-rate to play in the forwards? Similarly, if you sign Hunt as a dummy half does he have the work-rate to be a dummy half in our system?
Why the bloody hell would you want to sign tyrone roberts? He's below average for a starting half. He would cost too much to be a back-up half. And he doesn't add versatility if you were to sign him as a half.
tl;dr: To answer question, Roberts. But why would we need either?
