Who speaks, the CEO or the chairman?

I have never scaled the heady heights of the corporate world. You wouldn't let me in, would you, ya black-balling ba7*!@ds. But on those ABC business programs, don't you see the chairman as often as the CEO? Under what circumstances should Sharp or Seward be spruiking?
