who made the bet with the Kennel?

I was reading what was happening in the Kennel and some poser said he made a bet with someone here on 1EE that if Dogs win, we all have to have the Dogs avatar but Parra win, they have to have the Eels avatar for a week, well...they stuck to their words and there are eels avatars all over the place 9one even said I Heart Eels)...just wanna know who made the bet?
