Was Semi Considered for Kangaroo's ??

I read somewhere around Origin time that Semi wasn't eligible for NSW because of the new Origin criteria, however, he was absolutely eligible for Australia, as eligibility for the Kangaroo's is completely different.

With this in mind, was he even considered?

Recon he was more worthy that one or two of the other rookie backs that got a start!
