If the board refuse to stand down, can the members not issue a vote of no confidence?
At the moment they're not going to budge and clearly no one shows any confidence, nor should they.

When were they asked to stand down?, there was an opportunity for a no confidence vote at the up coming AGM but the motion was put forward, a lot of talk but no action.
Can't happen. You'll need to read Phil's thread on the legalities of it and the due date passing...

If you feel you should go early and try to impeach the board, then you have 2 options, of which the first you have missed.
1. Put in a vote of no confidence at the upcoming AGM, in advance that is.
2. Organise a march to the league's club starting from Parramatta Town Hall, this will garner a lot of media attention. I suggest starting a new blog about the march to gather enough support from the thousands of Eels fans on 1EE.
