The Storm have a very good junior system, and their junior teams are full of players spanning across QLD, NSW, and N.Z. They of course don't have the next Big 3 in their juniors at the moment but nor do we have the next Jarryd Hayne. The absolute elite players in the game are very rare to come by.
Currently all clubs have equal access of information on any young player they want, they just need to put the right people in the right place like we did with Peter Nolan.
most years there wouldn't be more than 5 we would want to keep long term anyway.

If you can protect 5 junior players that you don't want to enter a draft I think that may leave clubs to develop only a select group of players and give them the elite training programs that they give all of the current squad now that way other clubs if they get the juniors they'll be terrible anyway. Either you have all players up for a draft or no players up for a draft.
