A referee would be the best person to corrupt, but a lot harder to approach from a gang member point of view. The civil action of Defamation is what stops the media from seriously questioning the integrity of refs. Refs are human and they stuff up just like players do. With refs they get moved on (sacked) from year to year due to poor and inconsistent decisions and when they have a bad game (ie., Broncos vs Titans) they get dropped, hammered by the media, which in turn affects their ongoing employment. It is a lot easier for criminal gangs to suck in young single NRL players with parties, drink, drugs and girls, then a married ref who doesn't go to pubs/clubs and licenced premises.
