Push or Shove?

Can anyone explain why

1. Earlier in the year Fergo was running for a high ball and pushed a blocker out the way, knocked the ball back to Waqa (or Matterson I forget) and who scored but was the try was disallowed and Fergo penalised for pushing the blocker off the ball.

2. Today a Tigers player was running at the Manly defender positioned to catch a bomb and pushed him out the way. The Tigers player had no eyes for the ball. The Manly defender partially recovered and attempted to catch the ball uncontested but knocked on. No penalty and the scrum from the knock on ended up in the Tiger's try.

How is Fergo's push a penalty and the Tigers not?
