About half of those are still worth a top 25 spot beyond this year, with a few of them top 17 certainties somewhere or other. Most of the others could get a second tier spot no problem, if they wanted it.
Yep. If they're still unsigned beyond this year it's because they're holding out for the longest, most lucrative deal they can get. This will probably the last playing contract they ever sign, so they'll want it to be a good one.

Clint Newton and Ali Lauitiiti are the only ones I can think of off the top of my head. I think Civoniceva was playing QLD Cup recently. The thing is, rugby league is so professional now that if you're playing against blokes who are training full time (and the state cups are full of backup NRL players who train full time) you need to be training full time yourself or you'll get bashed around. Most senior players don't want to put themselves through that humiliation. Plus there's recovery from the weekend's game which can take a couple of days of full time treatment. There's also the issue of pay. Once you've been through an NRL season (including the agonising pre-season) for $300k a year or more it's tough to cop going through the same thing with your battered old body for $80k.
