Not sure i’d say we have the best, but it’s between us, the Raiders, Bunnies, and Sharks.
It’s been a while since we’ve had some good settled halves and I’m glad it’s not the halves we have to worry about this upcoming year. Mitch had a great year (was Tim Smith the last time we had a dominant half?) Brown needs to develop a lot more, but he’s looking the goods!
Disagree with a few of your halves pairings, alot can change before the start of next season, talk of Cody Walker to the Titans could mean L. Mitchell could be off to the bunnies to play 5/8, Sezer is being shopped around after the Raiders signed Pommy half, Manly Cade Cust was killing it at 5/8 before getting injured, Harris-Tavita should start with Nikorima coming off the bench, Foran gone for God knows how long, Asiata won't stay at 5/8, even the Broncos don't know who their halves will be next year.
But you are right in saying Moses and Brown are the best halves combo in the comp.

Moses 28 try assists , 22 from kicks , he has no running game , struggles to break the line , has no ball playing skils which is why all he can do is put up a bomb or kick a grubber and the facts prove this 100% .
Against the storm the eels had 36 tackles inside the storm 20 and as the chief playmaker he could not do anything apart from put up a bomb and hope for the best because that is all he has ,even the commentators kept on saying that the storm knew exactly what the eels were going to do such was the predictably of the eels attack . How can the eels have the best halves pairing when the chief playmaker has never performed against the top sides and can only kick ?
How many times did we see he Moses break the line and set up a support player for a try ?
How many times did we see Moses set up a try with a beautiful pass that was to good for the defence ? Moses is a very very poor man's Tim Smith , but at least Tim could could ball play and he was able to perform against the top sides .

He is right about somethings that MM has to fine tune to go the rep level and to a state when he can decide games with his running and passing. When it comes to world class half backs Mitch was at 6 in 2018, move up to an 8 in 2019. Still has work to do to get to 10.
According to NRL.com he had 25 try assists, 12 Line Break assists, 104 Line engagements, 57 Tackle Breaks, 62.2 running metres per game, 10 offloads.
Those numbers suggest his running game is very good and 12 Line Break Assists, he didn't get those with kicks, suggest that his ballplaying skills are at a very acceptable standard.

Whether they are the best in the league is purely subjective, but what we can say definitively is that it is the best combination we've had since at least Taylor & Buettner in 01, maybe the best pair we've had since Sterlo & Kenny. Most important of all they are young and settled with plenty of time to grow together.
Brown remains unsigned for 2021 and beyond so I wouldn't call him settled just yet. There are plenty of clubs clearing cap space at the moment and Brown would be a prime target.
