I don't think he could achieve that goal, being one of a number of reasons why he left. Hayne would be the most talented and gifted player I have seen, but he could not deliver a title. Maybe it had something to do with the position he played at fullback and not in the halves, but he was no Johns, Fittler or Lockyer in that regard.
But why didn't he attract quality players?? Could you imagine being a player in the 90s and about to play alongside Andrew Johns. You'd be over the moon.
Pretender coaches aint all that attractive a marketing ploy either slip....you go to nobodies for a Wayne Bennett you don't go to nobodies for a revolving door of coaches that has not helped JH attractive factor

Or the ordinary players he had around him ( at times) or the 'pretender coaches' that were present...
