Just a few tactics I'd be employing to take it to Penrith.
1. In the second game against Penrith, Moses kicked early and had Penrith rattled, he even pulled off a couple of 40/20s. We were well on top even before Cleary got sent off
2. Penrith's use of illegal blockers is not being policed by the referees which is used for every kick, we can run into the blockers and take a dive to force the referees hand and if we do spill a bomb, use a challenge and get the bunker to enforce the illegal use of blockers
Parra supporters should outnumber Penrith supporters easily so hopefully it'll be a home crowd. I hope the crowd puts a lot of pressure on the referees for Penriths ruck mess and also put them back their 10mtrs

I really think Penriths open disdain for the refs despite their more often than not favourable treatment, may come back to bit them in this one.
Key will be frustrating them early, if we can get under their skin, and force a couple of errors we may also force another brain explosion like we saw from Cleary with that spear tackle in our second win against them.
I do agree with trying to force the issue when they block the kick pressure, but also think taking dives or any dives or staying down in play the balls would work in Penriths favour. They'd be happy with the game stopping and being able to re set. Give the ref the heads up most definitely, but even after the cheap shots which will undoubtedly come, we need to maintain the rage and apply the pressure with quick pkay the balls and continual offloads.
We MAY earn a penalty staying down, but I think we are better off maintaining the intensity and keeping them guessing

Just noticed that Sivo now tries to go around his defenders when going for his tries instead of him barging and bumping off the defender just like what he did to Tedesco. Wonder why did he change his attack. Reckon he is more effective since his lost some seconds when he sweres around giving time for others to support the defender.
One thing a BA coached Parramatta rarely seems to do is kick on the 4th to win position battle, likes to wait til the 5th and try kick to corners over the wingers. We should use Moses to kick on the 4th in our red zone, to the dead corners and have them back peddling early. You grind with Penrith, whether you like it or not you grind. But as Souths showed, you score early and they get rattled and frustrated like anyone else, there is one player you wrap up to control the ruck. Not Cleary, Not Luai, not Koroisau, but Yeo.

Parra need to play wider of the ruck . Last game they played too tight and Penrith dominated the ruck. In the game we beat them towards teh end of the season, the middle forwards were receiving the ball much wider from Mahoney, giving them some extra space to work in, away from the line speed of Penrith's middle and their markers.
Also need to do a much better job of protecting Moses when he kicks, just about all of his kicks were under pressure last weekend.

I think defence will be key. What is the most any team has put on Penrith this year when they had their full squad? That minus contingency has to be Parra's defensive target, because I'm not sure we can outscore Penrith in an open attacking game, as their defence is solid.
I agree about the back 5 of Penrith. I would be aiming kicks away from Edwards and T'o'o. If you can force their forwards to run back further to get behind the ball then that will be a great outcome.
Completion rate needs to be Origin standard. Last week was terrible in the first half. A big factor will be errors - Cartwright offload on six again, pulling hair etc.
We need to put pressure on and maintain for 80 minutes. Penrith were starting to get stressed when down 12-0 until the freaky T'o'o try, so getting a lead and putting them in a situation they are not used to will be key. Then they start making mistakes and we keep the grind going.
