This has been done to death. The reason he didn't play over JA is because he wanted a half/back utility on the bench. The question should never be why did JA play over him but why did JA play over Perham/Rankin/Hands/ Rein etc.
BA stated that Moses was carrying a lot of injuries we didn't know about hence why he had a halfback on the bench. Obviously he wasn't up to it but that was the reasoning.
All things going to plan he will go back to cup and Hodgson and Hands can combine for the utility and back up half roll. Hands played a lot of halves this year. You can only imagine it was to increase his utility value.
I see our starting back row looking something like,

12. Murchie
13. Hopgood.
With Matto out it provides some players with an opportunity. Matele and Eli should be fighting it out for a spot in the 17 next year.

I think he's been kept around the team with a view to coming in for ice and marata.
He is another one who got interrupted last year by the reserve comp stopping.
