It doesn't mean that the Storm cant still negotiate a deal with a player swap and/or compensation. It does mean that it must be on Parramatta's terms.

It should as he is not a contracted player for them.
Whilst it is a legal cost, the interesting thing is that Storm is paying on his behalf. If Storm come to a deal and Lomax joins them, there would be a argument to say the money is eqivalent to a payment to lomax.
Lomax may see that 250k coming off his earnings that he negotiates with both Parra for permission and Storm for price. Let's say that Storm pay a transfer fee of 300k and that means they have spent 550k and haven't paid a cent to Lomax. Lomax may walk at the end of the year.
If Lomax has any brains he will come back to Parra and forfeit a 3rd of what he would have got if he hadn't opened this can of worms, the question is would Parra take him, they apparently said no to that offer back in November.
PersonallyI would take him because he has tp perform to create his own market........
In theory I would take him, but culturally I think it could create a toxic environment for him and our players and resentment could build on both fronts. Best off finding him a team and a swap deal and we both move on.
Not sure I would trust him to nail a kick to win the game either...
