Former chief executive Scott Seward agreed to a deal with Hopoate’s manager Tyrone Smith before he left the club a month ago.
It was later discovered by football club staff the deal would have put them over the salary cap next year by several hundred thousand dollars.
The Eels were then forced to renege.

Hopoate had only agreed to terms and no paperwork was signed or registered.
At this stage Hopoate is a free agent for next season but it is understood he still wants to stay at Parramatta. The revised offer is understood to be worth $400,000 less than what
was originally agreed to.
There is talk Parramatta might extend the offer by another year to make up the difference.
Parramatta officials have confirmed there is an issue they are working on with Hopoate’s manager.
Rival clubs are monitoring the situation closely in case Hopoate suddenly becomes a free agent.
Not that there will be a mad rush considering his poor Origin displays this year.
