Yes but IF the Penrith coaching staff used some common sense they shouldn't have played him period! Putting a player at further risk by sending him into an important game with a 'broken right foot' is just sheer incompetence and stupidity. His health is more important than playing in a grand final and it's not as if he hasn't won before.
Penalties and sanctions always based on the players , forwards get done for head highs and backs dont
