No. I'd be worried about his defense and whether or not he has enough stamina to be a fullback.
No.
Fullbacks need to constantly make decisions in defence and especially in attack, so they need a good footy brain. Plus they need extremely high involvement in attack, which means they need to be super fit and hard working. Finally they need great hands in covering all types of kicks, as well as passing in attack.
This is why you can't just throw the number one jersey to your best ball runner to get him more involved - because fullback play requires so much more than just running the ball.
