Yeah you'd think they wouldn't publish these transfers unless they were confirmed. The NRL would know which contracts have been registered even if the clubs haven't made official announcements.
As for those official announcements, it seems many clubs don't bother announcing second tier players because a lot of fans assume every player is going straight into the top 17. This way the clubs avoid mass hysteria and wrist slitting from the fans.
