To be fair they base all of Penriths high tackles on Nathan Cleary's facial proportions which mean the chin protrudes at least 20 inches below the bottom lip.
Therefore anything above the hips is a high tackle.

Why do the NRL react after the game is over. This shit has been happening all season and in this multi million dollar game they just keep getting it wrong.
