Who are these people? Help!!

Hi allI know orf season is rapidly ending (or already ending) so I apologise for this post...... BUT I have stared at the picture for 8 years at my brother in laws place and I can't for the life of me figure out who the hell it is!!! He found it on the side of the road one day and decided to keep it and he doesn't know either. I think it's a band and I have asked everyone I know but no one knows who it is!! So I'm putting it out there to the 1eyed brains trust. Is anyone able to help'!!!!!???

  Normally I'd laugh snakey however 9 years ago I made abet with the better half that I'd find out who they are and I thought "ha no worries" however I'm down to 3 months!!!

I hate twitter and am not on it but at this point if no one knows who this is I would support a #whothafukisthis!!! I've even tried google "glossing" it (I think that's where google identifies it by a picture?) but still nothing.
