Where is the penalty in the rulebook?

I have been going crazy for the past few hours trying to find the rule about not making contact with a kicker's legs that people keep mentioning... I am trying to prove to a friend of mine that it should have been a penalty but I can't find it... I have never been a referee, can someone point me to the right section in the rulebook?
