What is the status of the contract?

Foran's management asked NRL this, what was the answer?

Contract agreed but not signed by the third party, the NRL and past NRL deadline for backflip.

Parra and Foran should not be able to change if NRL signs - but Foran could exercise the exit clause.

But NRL apparently did not sign.

So what are the NRL rules if they want an agreed contract changed. 

Is it null and void and the player back on the open market?

Or does NRL have rules that limit's Foran's and Parra's options?
