Referee are playing the storm back into the game .
The amount of forward passes allowed for storm and they are still allowed to lay all in the ruck.

Yes. Also when storm offload the ball they hold the eels players so they can't go back to defend.
Don't forget NRL want/ need them competitive.. they are afforded a few luxuries.
