Rigged in what way, amd for what reasons? The Eels, Tigers and Rabbits would have close to double the supporters the Sea Eagles, Roosters and Sharks have. If the game is rigged, the NRL would much rather the teams with the bigger following be regularly successful. Not only does your "rigged theory' have zero evidence, it makes zero sense.

Why should the NRL pump up teams with supporters who already fill stadiums even when they are near the bottom of the ladder? Much better to pump up teams whose supporters only turn up when they are winning. This is the best of both worlds for the NRL, and why Parra need to find success despite this fact.

I very much doubt the NRL cares to much about attendance figures. If attendance figures were important we would have 4 or more games every Sunday starting at 3pm. The NRL is largely funded through broadcasting money. With booming TV ratings comes bigger broadcasting deals. Some Sydney based clubs ( when they are playing well ) rate higher than others. 3 of these clubs are currently 15th, 16th and 17th .
In summing up, if the NRL was rigged in anyway by the NRL, the bottom 3 teams of 2024 would all be in top 8
