I believe the only changes will be:
Out: French, Cornish, Nelson, Tanginoa
In: Alvaro, De Gois, Hasson, Kelly
Like many I don't rate Luke Kelly but he will definately be in the top 25 as Arthur sees him as the best replacement half we have. IMO Cornish gives more options.
Same as Degois, I believe King is better option.
The reason both Alvaro and Hasson will be in because of the criteria of playing minimum games of first grade last year to gain a contract.
It is a very strong squad and we have no excuses this year.
Other people including myself have already discussed our listed NRL top 25 squad in other blogs. I'm guessing you have missed them. The NRL published all teams top 25 NRL squads last week. For you I will list our top 25 squad again in playing position:

All other players in our extended squad are either second tier (NSW Cup) or under 20's players. Faraimo, Folau and Alvaro are the only Parra players to receive upgraded top 25 NRL contracts.
I'm not surprised Folau and Morgan have top 25 Contracts, but I am surprised that Toutai got another top 25 contract. I can only think that all three have modest top 25 contracts?
How can we "omit" players from the top 25??

If you don't want a player you don't resign them or asked/tell them to move on if under contract, as many have done under BA and RS. A prime example was Daniel Harrison under RS, as he was given an option (3 days to decide) - Play Ron Massey Cup for the rest of his top 25 contract with us or accept a reduced pay out and immediately leave (he took the payout and went to Manly before round 1). As a young player you have to leave as your worth will plummet, for an older player he can sit it out and earn good money playing park footy.
NRL top 25 is the pecking order at each club and what the club puts each players worth at. If a player is outside the top 25 they are restricted to how many games in the NRL they can play as opposed to a top 25 player who is not restricted on how many games they play in the NRL. All players strive to win a top 25 contract not only for the money but for the opportunity to play regular NRL, where as if they are Holden Cup or State Cup they will not be able to play many games in the NRL.
Ok look at it this way.
Parra have been getting their cap in order for the past couple of years. They most recent signings haven't been for "overs" supposedly.
Maybe they have been more shrewd with their negotiations with players like Cornish and managed to get him on a contract that was less than we signed Morgan for....
Now can you see why Morgan would make the top 25 and Cornish wouldnt? You are better off paying bottom dollar for players rather than extra just to "put them in the top 25".
To make up numbers if Cornish is worth 10k would you pay him 15k just because you are paying Morgan 12.5k so Cornish could be in the top 25? Wouldn't that extra 5k have been better spent elsewhere??

Yes there are restrictions but remember we are rebuilding and getting the cap in order? This kind of thing was bound to happen.

From what I have read and what I have seen thus far it all comes down to $$$ paid to the players to "qualify" in the eye sof the NRl as the top 25. Its the 25 top paid players per club.
If I'm missing something which is blatently obvious I want to know what I'm missing.
From the your answers and questions above I don't think I will be able to explain it to you in a way you will understand.
In simple terms, each club is restricted to a maximum number of players (being 25) in their NRL squad. Each player in this squad has a value and this value is related to what the club put their worth at, at the time they signed on the dotted line.
A player in the top 25 can play all 26 rounds and the semi's without impacting on the clubs top 25 salary cap. From memory the minimum cut off salary for a top 25 player is currently 85K.
A player who is outside the top 25 is restricted on how many games they can play in the NRL. If a player is outside the top 25 they earn less then 85K and are less likely to play in the NRL unless injuries occur ie., Kelly, Cornish & French.
When serious injuries occur (from memory it is an injury of 12 weeks or more) the club will receive salary cap dispensation to allow/enable that player to play up in the place of that injured top 25 player.
I can go on but I am going to bed.
I understand everything you wrote. I also understand the intricate process of replacement players that you outlined.
I'm talking specifically about the top 25 players as recognised by the NRL at each club at the start of the season. This is purely based on their salary.
If player A is being paid $5k more than player B for 2016 and player B was number 25 in our top 25 for 2015 then player A would take his place in the top 25. The club does not get to select player B over player A.
