  I see this as a way of moving him away from his current roll. I can't see any need for a "National Referees Director". He was promoted to a level of incompetency and this is a face saving way to move him on

  First act should be to make a snap decision to sack Checcin. I would say to use his resources too make an informed decision but The precedence has already been made.
