Not as tall as i like for a winger but makes up for it with power and a good all round game.
Wouldnt want to pay too much for him thougfh, its a lot to put into a winger, might not be a smart move long term.

From what I've read Penrith are negotiating with him early as he's not off contract till end of next year. Let's say they did have him locked away on 300k , why would they release him ? Kinda like us with Reed and ICE . Would be interesting to hear the managers negotiating skills on that one .
650k for any winger is way too much

That's because the best wingers are also the best at go forward. To'o is Penrith's best front rower. Absolutely awesome go forward, however under the high ball he is a bit po'o.
