Team a has to win by say more then 4.5 points
Player a has number of close friends/friend in team b
Player a puts proposal to team b players/friends
Would work best if player 'a' plays position that controls team direction eg a half
Also easier if player/s 'b' play a significant position where mistakes happen but when they happen are costly. Eg fullback
Kicks/play get directed to player 'b' by 'a'. B makes a couple of errors that lead to tries. But players in 'b' position make mistakes- sometimes these things happen. No questions cause 'it happens right'
team 'a' wins the game by more then the spread
The scenario can only work if you have player/players for both teams in on it.
There are so many calls they have the discretion to be strict or turn a blind eye
And most teams are close enough that if a handful of decisions all go one way it will be decisive
