Incorrect. Ryles was released early with the provision that he wasn't allowed to poach any coaching or performance staff from Melbourne until the end of 2025. The clause didn't extend to including players who were off contract, as the RLPA would have considered that a restraint of trade and it would never have been allowed by the NRL.
Ryles can sign players from Melbourne so long as it meets the existing criteria the NRL has in place with regards to signing players.
It's both players and staff. It would not be an issue from RLPA or NRL since the players are able to go to any of the other 15 NRL clubs. If a player so badly wanted to go to Parramatta i believe Melbourne let them we have seen it so much of late.

Just because Ryles has an agreement doesn't mean Parramatta or MON does. What's stopping MON saying to Ryles, if we can land faalogo for less than 400k would you take him? If Ryles agrees MON can get the deal done without any involvement from Ryles
Well i see what you mean but Ryles still benefits from that. But it is still influenced by Ryles as say Fa'alogo will be happy to come to Parramatta due to Ryles being there. At the same time, Fa'logo wont be released either from Melbourne. Ryles is still a part of Parramatta, Fa'alogo will have a choice on heaps of places to go to. Though if it was someone like Bronson Garlick who has a year left, i think Melbourne let him go. More so it is taking big names like your Papenhuyzen's, Fa'alogo's etc.
I doubt there is like a stat dec involved where if say Fa'alogo does want to come to Parramatta, signs for 2026 where he is a free agent, that allows Melbourne to go to NRL and plead foul play. Maybe morally wrong but yeah you are right as there could not be anything involved.
But at same time, it is also smart of have good relationship with other teams in terms of recruitment etc. When BA was at Parra he got a few Manly boys. From the talk it was said that Manly and Parra got on very well and were able to get deals done in terms of getting out of contract etc.
The process would more likely to be Faalogos manager will sound out which clubs are interested than if he finds a good fit for Faalogo he would then go to Melbourne management requesting a release, if the request is granted, he would be free to negotiate with any club he wants including Parramatta and Ryles.
