Sin bin advantage

Why do sides not use advantage of sin binned player as much as possible.  Parra walked to scrum and didn't stop clock wasting nearly 40sec when dogs found touch. Do that couple times and you lose a set or 2 of chances against short defensive line.

They should be doing what they can to ensure the ball is in play as much as possible but I have noticed all sides so the same.  Even wasting time with simple goal kicks or conversions with minute or 2 taken despite being in front.
