Not sure if this has been posted. I ran a search, but couldn't see anything. The article is a bit old though, so mods, please delete if already common knowledge.
Interesting that the NRL has allowed this, especially for us!
RUGBY SIZES UP SEMI RADRADRA
As the Parramatta hierarchy look to find a way through the latest spotfire at their club surrounding the make-up of star recruit Kieran Foran’s contract, it appears another is awaiting them on the horizon with star winger Semi Radradra on the radar of cashed-up Japanese rugby union clubs.
Radradra understandably feels indebted to the Eels and signed an extension last season, which was to keep him at Parramatta until the end of 2018. But Radradra’s manager George Christodoulou has already fielded numerous offers from rugby teams throughout Europe and Japan, who were aware of the talent possessed by the giant Fijian well before he had even heard of the NRL.
Having been recruited from a rival code, Radradra’s contract is exempt from the Eels salary cap, under a rule introduced by the NRL to encourage clubs to expand their recruiting nets beyond the traditional nurseries.
Despite this there is simply no way any the Eels could possibly contend with the extraordinary money Radradra will attract overseas, with The Australian told the Blue and Gold flyer will demand offers in the 15-man code.

They have zero 'tackle'.
The article is actually 'stolen' from The Australian, who are generally pretty good.
What evidence do you have that it is untrue Bradley?
If the NRL allowed players from other sporting backgrounds to sign and not be on the cap, then burgess and SBW would be free to Souths/Roosters. Clubs could offer Cooper, O'Connor, Beale whatever $$ they wanted and not effect that cap. It's completely misinformed journalism
I Highly doubt this, if it was true theres nothing stopping us from paying him 1m off the cap, who wrote this garbage?
I think $700k is a bit much for an outside back, but he is certainly worth $500k, under the current cap anyway.
An old article, sure, but a good ol' case of kicking the Eels when they're down.
