Does anyone understand the second tier cap and especially why we have it.
Why is it needed, isn't a club disadvantaged by promoting someone from lower grades to NRL?
Doesn't it also disadvantage a lower grade player from being promoted thru injury or suspension?

I don't get this argument. If a player is being offered more money and a top 17 spot somewhere else surely they'd take it?
Just make clubs have at least a Top 34 so that you have 1 back-up per player in your 17 and those are the only players you can play for that year, imo it should be a Top 40. Get rid of the second-tier salary cap, also none of this third party deals crap either. 10 million salary cap to be distributed between 40 players equates to an average salary of $250k which is $2k less than what the average is this year.
If it's 'so clubs don't stockpile players' then why can't we just have a top 30 or 35, but have a salary cap on the whole things, with all payments included (including 3rd party deals) ?????
