That is average of 300k per player
If a team has 4 players taking up $3 mill and the bottom 11 taking up $1 mil
That leaves $5 mil between 15 players or about $330k per player

That's the salary cap page but it is only current for this year's salary cap.
It's a dumb allowance. It is capped at $600k and every club gets it, so it's no different from the rest of the salary cap. It doesn't even need to go to a marquee player. As far as I can tell its only purpose is to provide plausible deniability for players receiving under the table TPAs. When they get caught they can just say "I thought it was part/all of the marquee player allowance!"
