I look at some teams and they have a definite plan to recruit proven good performers.
When I look at the Broncos their plan is to only recruit good players. Even though they have a city of about 1.5m to choose from they still cherry pick good players from other teams nurseries, evidenced by their recent recruits. They nearly always seem to get their man so I have no idea what incentive they offer them but obviously more than what other teams offer.
Another team that appears to have the same recruitment policy is Moanly. Even though they have a small nursery many of their players are top shelf.
Now compare that with Parra, a large nursery, but with few players that make it to the team. In fact we have in 30 years not had a decent halfback, except Tim Smith, play first grade. I believe they should cherry pick the best players from other teams nurseries. Perhaps this is where the coterie (if allowed) should concentrate its efforts to assist Parra in recruitment.

Didn't we beat 10 or so other clubs to sign French ?
Didn't we sign gun junior Travis Turnbull from QLD after he choose us over the Broncos and Cowboys?
Didn't we steal gun forward junior forward Cronin from the Knights ?
I reckon we may already look at juniors from other clubs.
