The Raiders have begun preliminary discussions with the Mounties in a bid to enter a side in next year's NSW Cup.
Canberra would send its players not required in its match-day NRL squad to the western Sydney club.
The Mounties play in NSWRL's second-tier competition, the Bundaberg Rum Cup, but are interested in moving up to the league's premier competition.
Complicating matters is the fact the Mounties' junior teams play in competitions organised by Parramatta Junior Rugby League.
Parramatta chief executive Paul Osborne has had a brief chat with Raiders chairman John McIntyre about the idea.
''I prefer to keep our discussions private at this point,'' Osborne said.
''I haven't been given anything official.''
