The Wolfpack, owned by Australian billionaire David Argyle, will play their debut season in English League 1, which is the third tier English competition.
Moi Moi, 37, represents the biggest name signing the club has made so far.
The side had initially requested to be catapulted straight into the Super League, but will need to work its way up from the third division.
Along with Moi Moi, club boss Argyle has enlisted former Great Britain coach Brian Noble as head of rugby. Noble has won three Super League titles in an extensive coaching career in the Northern Hemisphere.
