NRL already fail with the judiciary

Can someone please explain to me how Collins only got a fine for his cannon ball tackle. These are the tackles that cause season ending injuries. These are the tackles that are completely avoidable and need to be removed. Just because Hastings didn't get injured, it doesn't mean Collins does not deserve a suspension. It should not take a serious injury for action to be done. Yet the judiciary will suspend players for high tackles that are unavoidable due to players slipping. It's quite disgraceful.
