My belief is that the Bunker is a good system. However it is no good having a good system if it is operated by incompetent people. The first thing that needs clearing up is the "terms of reference". Just what can they adjudicate on? Are they a third referee and have full input to all decisions?. Can they just adjudicate on tries? Clarification is needed and is sadly missing.
The Bunker is a lot like owning a Lamborghini, and have a chimpanzee driving it.
Really, how is it to be improved if nobody is allowed to comment on its operation. Obviously if it is broken don't fix it, just stop criticism of it! By the way whose idea was the bunker? Greenbergs?
