There are circumstances whereby after the cooling off period of 10 days - that is, the period in which a player has the chance to change their mind and renege on the deal - that have seen players do this.
The most famous one is Luke Lewis who pulled out of a deal to join Souths after they and the Panthers came to an agreement that saw Penrith pay Souths some compensation.
You're obviously referring to the Mole's rumour today about Addo-Carr wanting out of his Storm deal. It can only happen if the Storm are compensated for JAC's move back to the Tigers. Interestingly, there's no set limitation on the amount of compensation. So if they wanted, the Storm could feasibly set an astronomically high price for him to return.
Would the compensation be added to Tiger's cap?
