In short no if it is a third party unrelated to the club (unlimited). If it is a third party related to the club (ie., Marquee Allowance - 600K) then yes.
The NRL use nominal values for players. If a player signs on for a very low cap salary the NRL will not accept the contract ie., Folau. Folau was reportedly on 500K with Brisbane when he left and in his last year he was the form centre of the comp and his value (if he stayed) would have gone up. Parramatta offered Folau (on the cap) 50% or less of his previous salary with Brisbane. Like Sam Burgess Folau's status (and worth) went up when he left the game even though both failed in another sport.
