Mmmmm 60boy, I'm not sure about the rationale. Champion & most of the new recruits were &/or underway in being negotiated before Hayne pulled the plug also I fail to see how re-signing Crappy Joe will supplant the Hayne flight.
Agreed MP a lot of people here, one in particular, forget that deals with these new recruits were being negotiated before Haynes departure so they were going to be put into the side with the expectations that Hayne would be there and not because he left.

Doesn't sound like a club that was using Haynes salary to negotiate new signings, well at least not yet.
We released Tanginoa and Loko to free up cash for some signings.
Smith, Tonga and Fui retired and their money is being used on their replacements.
